
Ms. Raven Tittle brings experience in labor relations, compliance auditing, and data analysis gained through service across District of Columbia government agencies. Ms. Tittle has established skills from her service with Washington, DC's District Leadership Program and Capital City Fellows Program, where she has supported administrative, legal, and operational functions across multiple agencies, focusing on auditing, regulatory compliance, and translating complex data and collective bargaining information into clear, actionable insights for leadership and stakeholders. In both programs, Ms. Tittle joined both the DC Office of the Chief Technology Officer and the DC Office of Labor Relations and Collective Bargaining, supporting program application development, negotiations, hearings, mediations, and legal research related to District law and collective bargaining agreements.
Most recently, Ms. Tittle served as a Compliance Specialist with the DC Department of Human Resources, where she conducted compliance audits, led investigations, analyzed trends, and developed policy recommendations to improve accountability and transparency. Ms. Tittle holds a master’s degree in Sport Industry Management from Georgetown University (2021) and a bachelor’s degree in Sports Management from Howard University (2019), and has experience in interscholastic, non-profit, collegiate, and professional athletics where she developed her expertise in client outreach, financial management, and team management.
Ms. Tittle currently serves as a Program Analyst with the DC Office of Labor Relations and Collective Bargaining, where she supports policy development, data-driven decision-making, and operational improvements to advance the agency’s labor relations and collective bargaining initiatives.
