Kyle E. Simmons, Esq., M.P.A., serves as a Senior Attorney Advisor at the D.C. Office of Labor Relations & Collective Bargaining. In his capacity within the Office of Labor Relations & Collective Bargaining, Mr. Simmons serves as one of the principal management advocates in the administration of a comprehensive labor management program. His duties include but not limited to: representing management in and before the Public Employee Relations Board in representation matters, unit determinations, unfair labor practices, negotiability appeals, arbitration appeals and impasse proceedings; representing the Mayor and District departments, offices and agencies in collective bargaining over term working conditions and compensation agreements and bargaining over the impact and effects changes in conditions of employment; and advising the Mayor and District departments, offices and agencies concerning all aspects of labor relations. Mr. Simmons is licensed to practice law in New York and Washington, D.C. and he is an alumnus of American University Washington College of Law and holds a master’s degree in public administration from the University of North Florida.
Responsibilities
- Reviews legal documents and case laws to determine proposed action for the best interest of the DC government
- Performs research which providing oral or written opinions because of review
- Provides legal questions and proposals, and drafts tentative document of final decision for the administrative agencies
- Consults with officials to provide advice as to the extent of their legal duties and power
- Confers with and incorporates concerns of DC Government officials, administrative bodies, and officials outside of the DC Government of all actions taken during review and conclusion proceedings of cases
- Performs all functions related to case and calendar management
