Kathryn Naylor, Negotiations Supervisory Attorney Advisor, is a a seasoned has been an attorney-advisor with the Office of Labor Relations and Collective Bargaining for more than 8 years. Prior to joining OLRCB, Kathryn was an attorney-advisor with the Federal Labor Relations Authority (FLRA) for more than 6 years, where she served on the Chairman's staff and analyzed cases and drafted decisions for the 3-Member decisional component of the FLRA. The FLRA is essentially the federal counterpart to the District’s Public Employee Relations Board. In addition, Kathryn has served as an attorney and core member of the management team for the court-appointed Election Officer and Election Supervisors that had oversight for the election of national and international officers for the International Brotherhood of Teamsters. Kathryn has a B.A from Brown University and J.D. from Case Western School of Law.
