Kevin Stokes, Supervisory Attorney

Kevin Stokes, Esq. began his public service career with the Virginia Division of Legislative Services, where he drafted legislation for state lawmakers and advised Virginia General Assembly committees, including the Senate Committee on Local Government and the House Committee on Counties, Cities, and Towns. He spent four years with the District of Columbia’s Office of Labor Relations and Collective Bargaining (OLRCB) as an Attorney Advisor. In 2016, he became OLRCB’s Chief of Staff, directing day-to-day administrative activities.

In 2018, Kevin joined the D.C. Office of the State Superintendent of Education (OSSE), the District of Columbia’s state educational agency, where he provided legal advice interpreting special education law and OSSE’s collective bargaining agreements with labor organizations. After several years at OSSE, he served as the agency’s Interim General Counsel, where he supervised a team of attorneys, interns and a paralegal. After his time with OSSE, Kevin became the Chief Labor Relations Officer for the City of Alexandria, Virginia, where he negotiated collective bargaining agreements between a locality and a labor organization. Kevin has returned to OLRCB as a Supervisory Attorney Advisor, where he enjoys managing administrative labor litigation involving District agencies subordinate to the mayor. Kevin earned his law degree from the University of Iowa and a Bachelor of Arts from the University of Virginia, where he double majored in Foreign Affairs and African American and African Studies.

  • Responsibilities
  • Directs and supervises negotiations and participates in compensation negotiations with labor organizations representing agencies under the mayor and independent agencies consistent with the law
  • Advises the Deputy Mayors and agency heads on labor relations
  • Represents department and agency heads on labor relations for DC
  • Serves as team leader and chief negotiator in cases of unusual magnitude
  • Develops and coordinates training sessions for all levels of management and supervisory officials in labor relations

  • Supervises, mentors, and reviews the performance of Attorney Advisor in negotiation, contract administration, litigation of third-party cases and labor management relations
